CSA S16 override U1 parameter with P small delta analysis

There are a ton of inputs required to correctly calculate the U1 factors that are not likely captured correctly by STAAD or input correctly by the user. However, the U1 parameter is not required to be considered if P small delta analysis is done. Since STAAD does a pretty good job with p small delta, it is already on all the time anyway. I would suggest adding a design command for U1=1 and explaining to the user that this is for the case where P small delta is included in the analysis.

    Thank you for posting this idea. It will require a deeper investigation, but in principle, providing user parameters for the U1 factors to use in the two ortoginal directions seems sound especially as many users still keet to usinging a basic elastic analysis (i.e. without p-delta)
