This has not been phrased as an idea. An idea is the expression of what change would make the program better. You have stated an observation that you don't like. It is the difference between being positive and being negative.
In this case your idea would be how you see the program allow the header defined for user reports in one project be carried into other projects. However, I can save you the effort as the facility already exists. Simply define the report as you would like it, then save as a template. Then you can open this template in any model which will have not only the header defined, but also all the items you want to include in the report ready to go. If you set it to the default, then that is used as the base for any model.
