let me rephrase the question. Are you saying that there are factors for the various plate properties. If so which ones? If you are trying to change the stiffnesses in the two local axes, then that is achievable by using an orthotropic 2D material with the relevant Youngs modulus for each local axis. The challenge however is generic to plates in meshed surfaces which is that for a general meshed surface which is that the local axes are unlikely to be in any consistent orientation. So perhaps a more meaningful idea is to provide a plate orientation angle in which the local axes can be rotated so they can be aligned with other plates and local axis results would be more useful.

Thank you for posting this idea. Are you suggesting a feature similar to that provided for members which allows a factors to be defined separately for each of the key attributes AX, IX and IY for a given plate when being included in the stiffness matrix. Whilst this might make sense on surfaces that have consistent local axes, but would not make sense on collections of plates that have inconsistent local axes directions.
