Allow an option to include Failed Member list in the report even when there are no failed members

In the new 2023 version, the new report builder doesn't allow you to include the failed member list when there aren't any failed members. v22 did allow for that and would report there are no failed members. Which was an easy concise way of saying everything passed.

    Many thanks for posting this idea. This is certainly only a small issue, but can be useful so it will be added to the backlog.
