Add a command to modify tension Flange net area for AISC 360 F13

There is the command NSF that modifies the net area of the whole member, but there isn't a command to modify the net area of the tension flange only to apply it to section F13 in AISC.

    Thank you for posting this idea. We can add the request to extend the AISC 360 design to include the F13 checks which are currently outside the scope of the solution provided in STAAD.Pro
